Самое поразительное, что в то время, когда звучали эти сильные, твердые высказывания, те, кто их произносил, были прекрасно осведомлены о ситуации в Мехико. Раздавая членам Правления копии обзора отчетов, которые были составлены комитетами филиалов по вопросу об альтернативной службе, я включил туда материал, присланный комитетом филиала в Мехико, в котором содержался материал о «личной карточке для воинской службы» («Identity Cartilla for Military Service»; «cartilla» означает «документ, удостоверение» — прим. Ths "Identity Cartilla for Military Service" should be obtained by carrying out military service during one year. Those who have a Cartilla have the obligation to present themselves when the nation calls them» be it by moviitzatlon of forces or at least by effecting an act of presence. (Articles 136 to 139, page 6)

However, although the law prohibits the military or members of the Draft Offices to make out "Cartlilas" by illegal means, such as payment, the great majority of the officials violate these laws. (Articles 50 and 51, page 21; Article 3, page 29; Instructive number 1, of September 16, 1977, page 2, paragraphs 3 and 4)

Almost any person, under any pretext, can avoid military service and pay an official to note down supposed attendances for the weekly instruction, (giving appearance of regular attendance) or paying at the same time so that the document is given to them correctly legalized* In Mexico this is very common. The Mexican government is trying to stop the officials making out documents of military service for persons not having rendered such service, when there is no valid justification according to law. Recently a general said, when the President of the Republic, Licenciado Jose Lopez Ponlllo, was at the ceremony of pledging allegiance to the flag, on May 5, 1978, before close to 100,000 young men, draftees, that "the army will not tolerate illegal operations to obtain Military Service 'Cartilla.'" The general said: "we have made ourselves responsible, so that in a brief period of time, the last protuberances of unlawfulness ?n the service will be erradicated and we will succeed'in that all young men can go to the Municipal Draft Boards to obtain their 'Cartillas'."
